Mr.
James A. Loudermilk has been the Acting Assistant Director
of the Information Technology Operations Division (ITOD)
for the FBI’s Information and Technology Branch (ITB)
since November 2007. Mr. Loudermilk is responsible for
the operations and maintenance of FBI enterprise applications,
networks, data centers, and FBI Headquarters information
technology (IT) user support.
Mr. Loudermilk joined the FBI in 1996 and was responsible
for the design, development, installation, and transition
to operational status of the FBI’s Integrated Automated
Fingerprint Identification System (IAFIS), which represented
a $640 million investment to revitalize FBI identification
technology. As part of IAFIS, he supervised development
of the National Instant Criminal Background Check System,
the Criminal Justice Information Services Division (CJIS)
card scanning service, and the CJIS wide-area network, and
led several other smaller efforts valued at more than $100
million of technology investment. As a result of his efforts,
he received the Attorney General’s Award for Excellence
in Information Technology in 2000.
Mr. Loudermilk transferred to the Information Resources
Division in October 2000 as part of the FBI’s reorganization
of its IT personnel. He has held several leadership positions
including Investigative Automation Support Section Chief,
Chief Architect, and Chief IT Strategist. From October 2004
to April 2005, he served as the Acting Assistant Director
of ITOD and as the Deputy Assistant Director of ITOD from
October 2004 to November 2005.
In November 2005, Mr. Loudermilk was named the Deputy Chief
Technology Officer. In 2006, Mr. Loudermilk transferred
to the CJIS Division where he was responsible for strategic
planning and systems architecture.
Before joining the FBI, Mr. Loudermilk was employed within
the private sector for more than 20 years and held several
executive positions in systems engineering, software development,
program management, and logistics. He was a division Chief
Information Officer with a major defense firm from 1991
to 1994.
Mr. Loudermilk holds a bachelor’s and a master’s
degree in mathematics from the University of Dayton in Ohio
and a degree of applied science in communications engineering
from the George Washington University in Washington, D.C.
He is also a graduate of the U.S. Army Command and General
Staff College.
